Sexual exploitation of children in travel and tourism

Child sex tourism is not a separate form of sexual violence against children, but involves every form of it. Child sex tourism refers to situations where an offender commits a form of sexual violence against a child during a period spent abroad.

From the Dutch perspective, there are two types of perpetrator: a foreign offender who commits sexual violence against children in the Netherlands and a Dutch offender who commits sexual violence against children in another country. Some perpetrators travel abroad with the intention of abusing children, but often perpetrators spontaneously take advantage of an opportunity that arises in the other country. Child sex tourists come in many guises: tourists, businessmen, benefactors, migrants, etc. A relatively new phenomenon is the webcam sex tourist, who does not visit another country physically, but watches sexual violence being committed against children in that country, at his or her command.
